Why are civil rights issues paramount in intelligence-led policing programs?

The first issue is that intelligence gathering must be related to criminal conduct and activities that present a threat to the community. Persons or groups related to social, political, and economic issues are off limits unless they are involved in criminal activity.

The second area has to do with the classification and sharing of information. This is all based on several levels of security through federal or local standards.
Another issue is the physical and electronic security of records. Departments have to have policies in place to protect and classify the data that is obtained and stored.
