ANS: (Possible answer): De Swaan listed the following conditions: (1) external effects must be recognized; (2) individual remedies must have limited effectiveness; and (3) the problem must have uncertainty of moment and magnitude. With HIV/AIDS, the external effects are generally limited to the victims’ families and partners; there is a widespread belief that the infection can be avoided, either by safe sex or by abstinence; and given this emphasis on prevention, most Americans feel confident that they will be unaffected. These factors would suggest a limited collective response. (Grading note: I would focus on whether students can list and properly apply the conditions.)
