Explain why partisan gerrymandering is becoming more difficult for the Republican-controlled Texas legislature.

What will be an ideal response?

The ideal answer should include:
1. Minority groups such as Hispanics, African Americans, women, and Democrats are underrepresented in the Texas legislature at this time.
2. Though Republicans have been able to use gerrymandering to parlay their 60 percent voter support to having control of 70 percent of legislative seats, it is clear that the less diverse Republican Party will be having difficulties as the population becomes more diverse.
3. The 2020 Census will reveal a more diverse Texas than was seen in the 2010 Census, and, as a result, there will be an increased potential for partisan gerrymandering to become unconstitutional racial gerrymandering as the Republican Party attempts to navigate the limits of partisan gerrymandering in an increasingly diverse state.
4. Minority groups overwhelmingly support the Democratic Party.
