Kilis offers a range of services including paved streets, street lights, small home like housing units, laundry, medical clinics, and debit-based grocery stores. This builds a sense of community and thus reduces crime. Several examples of bad camps (such as Dadaab) with high levels of crime, gang activity, the targeting of women, girls children and the elderly, corruption, etc. are discussed in the text. Even in a good camp, camp life is transient. There is no purpose/goal orientation. Refugees suffer from developmental stagnation as they lack growth opportunities (work, education, etc.).
