The standards for utility, according to Stufflebeam and Shinkfield (2007), concern whether the information gained from an evaluation addresses the needs of the identified audience. Feasibility standards address whether the evaluation is realistic to conduct (Stufflebeam & Shinkfield, 2007). Feasibility also includes the cost of conducting the evaluation—is the cost too high or inflated? The third general category of standards is propriety, which concerns the extent to which an evaluation and its results are legally and ethically conducted with regard for those affected by the results (Stufflebeam & Shinkfield, 2007). Finally, accuracy, according to Stufflebeam and Shinkfield (2007), is the extent to which the information and data collected accurately reflect the program being assessed or evaluated.
