As part of the classical theoretical school of thought, instrumental rationality emphasizes the use of best practices to achieve organizational goals. If a police department is attempting to reduce traffic accidents through the use of targeted enforcement in high-risk locations, instrumental rationality would posit that selection and implementation are important to the process. With this, a police chief may wish to compile statistics based on where the greatest number of traffic accidents are occurring in the jurisdiction in question. With this data in hand, the department can then introduce a number of different treatments, such as targeted enforcement, to see which method works best in the experimental design to decrease accidents.
