What will be an ideal response?
If the police were to be denied the opportunity to use discretion, then a "full enforcement" policy of enforcing all laws would be in effect. The police would not have the authority to ignore or overlook certain violations or even provide an offender with a warning to avoid illegal actions. Police functions would become rather mechanical and would not take into account the actions behind a specific act being committed.
