Two of the main strategies adopted by French governments to reduce the
likelihood and the extent of social mobilization against the state are, first, governments
seek to divide the groups that are likely to protest—particularly labor unions—by
cutting deals with some to undermine their resistance to controversial reforms. Second,
they have tended to launch their most divisive initiatives during or just before the
summer holiday season, when most French people are on vacation and are, thus, less
likely to protest.
