Overcrowding--the prison system had been placing two or three inmates within a single cell designed for only one inmate. Inadequate security--the prison system utilized a system of security that incorporated selected inmates as guards. This practice led to numerous injustices and civil rights violations. Inadequate health care--the prison system did not have an adequate number of medical personnel and also used the services of nonprofessional personnel (including inmate “surgeons” and “orderlies”) to deliver medical care. Likewise, the therapy for psychiatric patients was deficient. Unsafe working conditions--unsafe conditions and procedures were the norm for inmate laborers.
