They explain how organizations can be seen through structural, human resource, political, and symbolic frames. Structural leaders are architects and analysts who are skilled in restructuring the organization to perform more efficiently. A leader who operates primarily from the human resource frame is a facilitator and catalyst who motivates and “empowers through participation and inclusion insuring that people have the autonomy and support needed to their job”. Political leaders are pragmatic and realistic. They are adept at analyzing power and in determining whose interests are being served by any particular initiative. They are good at developing coalitions to support change, and in gaining the support of opinion leaders within the organization and key external stakeholders. Symbolic leaders exemplify many of the skills described throughout the text of framing meaning, considering the importance of symbols, and recognizing the durable fabric of organizational culture.
