Involvement in environmental issues from a political perspective may occur because of pressure from interest groups or a change in public opinion. From a moral/ethical perspective, intervention occurs because protecting the environment for future generations is ethically the right thing to do. It also represents a market failure in which a lot of environmental policy is based on negative externalities.
