Furtive movements can lead an officer to make a search but not necessarily an arrest. A suspect trying to hide something would further add to reasonable suspicion as well as minimally a Terry stop and frisk. A quick search of the area where the suspect was behaving suspiciously is allowed by the court for officer safety.
