The juvenile justice system differs from the adult system in a number of ways: (1) It is less concerned with legal issues of guilt or innocence and focuses on the child's best interests; (2) it emphasizes treatment rather than punishment; (3) it ensures privacy and protection from public scrutiny through the use of sealed records and laws against publishing the names of juvenile offenders; (4) it uses the techniques of social science in dispositional decision making rather than sentences determined by a perceived need for punishment; (5) it does not order long-term confinement, with most juveniles being released from institutions by their 21st birthday; (6) it has separate facilities for juveniles; and (7) it allows broad discretionary alternatives at all points in the process.
