What is permafrost, and what problems are associated with construction in a permafrost environment? What will be an ideal response?

Permafrost is ground that remains permanently frozen. Heat from an insulated building will escape
through the floor, thaw the ground below, and turn it into a soggy mush. The building then settles
unevenly into the ground and numerous structural problems result.
