The determination of the point in time at which a seizure occurs is important, because it sets in motion the protections of the Constitution with respect to either reasonable suspicion or probable cause. No seizure, no Fourth Amendment requirements. A stop, therefore, is quite different from an arrest, but both are seizures regulated by the Fourth Amendment. The intensity and scop of the seizure transforms a stop into an arrest. Thought of another way, an arrest is always a seizure, but a seizure is not always an arrest (it could be a stop).
