An inchoate act is one that is not completed. Due to the danger posed by substantial planning––accompanied by an intent to carry out a plan––some uncompleted crimes may be punished. The deterrent purpose of the criminal justice system is furthered through punishment of inchoate acts. Without punishment for such acts, law enforcement officials might lack substantial incentive to intervene in a criminal enterprise before its completion. Attempt, conspiracy, and solicitation are three examples of inchoate crimes. Through law enforcement action, an officer may prevent a planned criminal act from taking place without the risk of losing a criminal conviction.
