What is energy poverty, and why is it a problem?

Energy poverty has no standardized definition. But it is broadly understood as the lack of access to clean cooking fuels as well as an inability to afford (or have access to) the formal energy sector, such as electric power, diesel, or other fuels. It is a problem because it constrains economic development, and there is a high social cost associated with it. Women spend many hours gathering fuelwood, the inability to light dwellings after dark prevents children from studying and working on homework in the evening, men work hard physical labor without power-assisted equipment.
