What will be an ideal response?


Although the First Amendment allows people to assemble peacefully and to seek redress of grievances, the Court has consistently upheld the standard of time, place, and manner restrictions with regard to decisions in this area. These restrictions are regulations regarding when, where, or how expression may occur. These restrictions cannot target speech based on content, and they must be applied in a content-neutral manner.
