The main argument for affirmative action policies is that it gives minority group members a way to attempt to overcome institutional racism. One argument against affirmative action is that it is not needed because discrimination is already illegal. When a minority member is promoted over a non-minority member, it might cause tension if the promotion is suspected to be due to affirmative action.
