Why is it that legislation drafted with a high degree of specificity in order to aid effective implementation is generally more difficult to get passed?

What will be an ideal response?

Legislation which contains specific and clear language with regard to policy intent may be difficult to rally supporters around it for passage. Specificity may make it clear who the winners and losers are and complicate the task of building political coalitions necessary for passage.
