In short, the New York Declaration for Refugees and Migrants adopted in 2016 is a set of commitments to uphold the rights of refugees and migrants. The Declaration is intended to provide universal guidelines as countries draft legislation to address migration. There are many challenges including the fact that the Declaration is not rooted in international law. Additionally, countries including the United States see mandates such as these as inconsistent with sovereignty and domestic policy, which limits participation and enforcement.
