Explain the purpose and function of a court master in corrections

A court master is a representative of the court who is responsible for monitoring correctional compliance with court orders. They generally are used in courts in which litigation over correctional issues has been filed and the defendant lost the case, to oversee the facility or system's compliance with the court's ruling on the litigation or on a consent decree. Court masters monitor the lawsuit, report to the court, investigate inmates' complaints, have access to inmates and their files, hold hearings, and inform the judge about progress in the settlement of the orders. They may also advise the court and help arrange needed compromises between the extreme demands of inmates and the realities of prison administration. They are seen as providing correctional expertise to a court with no competence in correctional administration.
