Mass migration and immigration to urban areas led to widespread homelessness and poverty during the 1800s. Citing concern for the plight of poor children, the Society for the Prevention of Pauperism began a movement to address the practice of children being jailed alongside adults in New York. Stemming from this humanitarian effort, New York opened its first House of Refuge in 1825. With strict prison-type organization, the houses were not meant to be therapeutic. Delinquent and runaway children, as well as those who were neglected or incorrigible, were sent to the same institutions. Discipline was harsh, and the conditions often met with rebellion. Many children who had been removed from their homes eventually returned to society as criminals. Critics soon charged that poverty and a cheap labor source were the reasons for removal of the children and placement in the houses of refuge.
