The Voting Rights Act eliminated literacy tests as a qualification for voting. These tests were used in several states to prevent African Americans from voting. To eliminate voter intimidation, the Voting Rights Act provided for election monitors to watch elections in states with a history of discrimination. If the monitors report discrimination, federal charges could be brought. States with a discriminatory history were required to submit any district drawing plans or changes in election rules to the federal government for preclearance before these changes can take effect.
