What will be an ideal response?
Achievement tests should: (1 ) measure clearly defined outcomes; (2 ) measure a representative sample of the learning; (3 ) include appropriate test item types; (4 ) fit the particular uses that will be made of the results; (5 ) yield reliable results; and 6 ) improve learning.
One example of failure to observe these principles might be that a math test does not measure all learning objectives. The objectives may include problem-solving, but the test items are limited to computations. The consequences are that students may not learn problem-solving, and the teacher has no feedback on whether the problem-solving objective is met.
