The OJJDP identifies six principles for preventing delinquent conduct and reducing serious, violent and chronic delinquency:
1 . Strengthen families to instill moral values and provide guidance and support to children
2 . Support core social institutions such as schools, religious institutions and other community organizations to alleviate risk factors for youths
3 . Promote delinquency prevention strategies that reduce the impact of risk factors and enhance the influence of protective factors for youths at the greatest risk of delinquency
4 . Intervene immediately when delinquent behavior occurs
5 . Institute a broad spectrum of graduated sanctions that provide accountability and a continuum of services to respond appropriately to the individual needs of an offender
6 . Identify and control the small segment of serious, violent and chronic juvenile
offenders
Many delinquency prevention efforts are unsuccessful because of their negative approach—attempting to keep juveniles from misbehaving. What has proved to work more effectively are positive approaches that emphasize opportunities for healthy social, physical and mental development. Table 12.1 presents several education, legal/regulatory change and environmental modification strategies to prevent youth violence.
In structuring violence prevention programs, communities and agencies must be mindful that different racial/ethnic groups experience different types of violence at different rates, and each calls for different prevention strategies.
