In 1993, the Chemical Weapons Convention banned the production and use of chemical weapons. The Strategic Arms Reduction Talks produced START I and START II in 1991 and 1993, respectively, which reduced the number of offensive ballistic missiles and warheads stocked by the United States and Russia by two-thirds. The Anti-Ballistic Missile Treaty, signed in 1992, banned antimissile defense systems. The Comprehensive Test Ban Treaty, signed in 1996, banned the above- and below-ground testing of nuclear weapons. The Treaty on Conventional Forces in Europe, signed in 1990, established a rough balance of conventional military power among about thirty countries in Europe. Finally, the Anti-Personnel Landmine Treaty, signed in 1996, outlawed the use of land mines.
