The termination of parental rights is the total severance of the legal relationship between a parent and child. There are two phases of the termination. The first is the statutory grounds phase, where the court determines whether the agency has proven the allegations in its termination of parental rights. The second phase of termination of parental rights is the best interests phase, where the court determines whether it is in the best interest of the child to terminate the parental rights.
