A public–private partnership is a contractual relationship between the government and a private business hired to perform a service. Corrections-related partnerships can take many forms. For example, private facilities can hold inmates from a single jurisdiction or they can hold inmates from other states or the federal government. Inmates can also be held in a facility that is owned and operated by the government or in a facility that is owned by the government but operated by the company. The company may manage only certain aspects of a facility, such as medical care or programming, or perform related services such as probation supervision or fee collection.
