Police administration, especially in the larger cities, during the early twentieth century could be characterized as political, decentralized arms of the local politicians. In the large cities, police precinct stations were run not by the police chief, but by police captains who generally reported directly to political party chairmen. Politicians dictated what laws were enforced, who was arrested, who was hired, and who was promoted within the precinct. Most actions taken by the police were in the furtherance of the political party in power.
