Decriminalization refers to reducing the criminality of certain illegal activities. An example would be that California does not incarcerate individuals for possessing less than an ounce of marijuana, unlike other jurisdictions. Diversion involves trying to get cases out of the formal justice system as soon as possible. Instead they are diverted to programs that provide a way for first-time or non serious offenders not to experience the stigmatizing effects of being incarcerated.
