Inner city programs help individuals focus on achieving positively valued goals in socially approved ways. These programs provide these individuals with a safe environment to pursue their goals and dreams, which eliminates some of the negative temptations that are presented on the streets. This structure and safety decreases strain levels and allows the individuals a higher likelihood of achieving their (approved) goals, which would decrease the likelihood that they would commit crimes.
