Recruitment is defined as the development of a pool of sufficiently qualified applicants from which to select officers. The key to recruitment is ensuring that the applicant list provides a sufficient number of "qualified applicants," since no selection process can be effective without an adequate pool of qualified applicants. Selection, on the other hand, refers to identifying those in the applicant pool who will be chosen for police service—that is, those who are qualified and capable of performing the job of police officer.
