Bid rigging is an illegal agreement to effectively raise prices on the owner.
Competitors meet in advance of the bid and agree on who will win the bid
and at what price. Bid shopping is when a contractor solicits bids from
several subcontractors, and once the general contractor is awarded the
contract from the owner then the general contractor shops the lowest
number to other companies, or demands the low bidder lower their number
in order to keep the project. The general contractor does not pass any of
these cost savings to the owner, but keeps it for itself.
