Judges make the final probation decision; in discretionary release, parole boards decide whether to release prisoners. State governors appoint about 10 men and women to sit on the board, which has broad discretionary decision-making power. They review files; interview prisoners; and decide the date, conditions, and, when necessary, the revocation of parole. They can also issue warrants and subpoenas, order the payment of restitution to victims and fees to the state to help pay the costs of supervision, rescind release dates, restore (or continue to deny) prisoners' civil rights, and grant (or deny) final discharges from state custody.
