Examine the ways in which the traditional theories of international relations—particularly realism (or neorealism) and liberalism—differ on explanations for the causes of war. Identify at least one policy maker or scholar from each theory. How are each of these theoretical perspectives reflected in foreign policy decision-making?

What will be an ideal response?

Answers should discuss realist and neorealist explanations for the causes of war as stemming from anarchy, or the lack of central authority to dictate and restrain state behavior, and may also mention the advancement of national character or national interests. Examples of policy makers and scholars from the realist tradition may include Theodore Roosevelt or Kenneth Waltz. Answers should identify liberal explanations for war as state tyranny over individual freedoms and may also mention the importance of morality. Examples of liberal thinkers may include John Locke and Woodrow Wilson. Responses to how these perspectives are reflected in foreign policy decision-making may vary widely, but examples include remarks on how policy makers identify the necessity of war (or preparedness for war) as vital to national interests or the willingness of policy makers to intervene in authoritarian regimes to “liberate” the civilian populations.
