A problem is defined as a substantial discrepancy between what is and what should be. This is a problem, and a public problem for a variety reasons (which might vary). Possible reasons could include the monetary incentive to purchase more nutrient-dense foods as well as provide a "nudge" for fast-food restaurants to provide more healthful choices.
