IRBs overstep initial reach when evaluating the methodological soundness of a study, and then denying the study if it is designed poorly because it will not yield scientific benefit. Some IRBs may moralize rather than assess the risk of harm to subjects. In effect, they expect researchers to report morally unsuitable behavior when it is observed, even when the researcher is not creating harm to subjects by observing, but would harm subjects by reporting observed behavior. IRBs' role is largely open to interpretation and can impede research when overstepping original goals of establishment.
