Why does TCP/IP not specify a single protocol at each layer?

There are several reasons. For one thing, TCP/IP is designed to be a general network
layering device—responsibilities are dictated at each level, but the actual implementations
are not. This makes TCP/IP extensible and appropriate for a diversity of applications.
Another reason for multiple protocols at each layer is that TCP/IP was developed after a
massive base of hardware and software communications products was already in place, so
TCP/IP needed to embrace a variety of key protocols if indeed it was to become an accepted
standard. Things might have been different if the computer networking industry had grown
up in an environment of standardization from the beginning, but it did not.
