In the late 1800s, the Republican Party was split between the Old Guard and the mugwumps (or progressives). Progressives were generally afraid of the heavy immigration from Europe and machine politics. Progressives called for primary elections, nonpartisan elections, reform of the relationship between government and business, strict voter registration requirements, civil service reform, and elimination of patronage. In California, they were able to institute direct primaries, initiatives, and the referendum.
