There are three basic structures of general-purpose governments. These forms are differentiated by the way the executive and legislative functions are distributed among elected and appointed government officials. In the commission form, which is more common in county and township governments than in other general-purpose governments, voters elect a body of officials who collectively hold the legislative and executive reins of the government. The council-mayor form of municipal government is comparable to the council-executive form of county government, with both composed of a legislative body, elected by voters, and an independently elected chief executive. The council-manager (also called commission-administrator) form of government, found in many counties and the majority of cities, features an elected body with legislative and executive powers; this council, or commission, hires a professional manager/administrator to oversee the government's daily operations. The appointed manager has no authority to vote on policy but does advise the elected council members on policy matters.
