The NCLB Act was created in 2001. It was implemented to hold schools accountable for student
performance, primarily those students who traditionally would have performed poorly--those with special
education disabilities, certain minorities, students from lower socioeconomic class, and those whose first
language is not English. The effect was that is narrowed educational instruction (i.e., teaching to the test).
It also served as a justification for removing low-performing students by referring them to alternative
schools and GED programs, eliminating them from attendance roles, or using zero tolerance policies to
expand school removals through suspensions and expulsions. Also, the NCLB law provided funding for
school resource officers and encouraged officer involvement in problem or disruptive student discipline.
