Sullivan’s general needs are concerned with the well being of the individual and so are similar to Maslow’s physiological needs. Sullivan’s need for tenderness is comparable to Maslow’s love needs. Cindy’s need for tenderness was not met before her adoption but was met afterward. The same is true for her general (or physiological) needs.
