"International treaties are one way of coordinating efforts to care for the global commons of the atmosphere . . . the most important other air pollution treaty is The Convention on Long-Range Transboundary Pollution (LRTAP), which was rolled out in 1979 . Forty-four countries, including the United States, have signed this treaty, which includes some recently added provisions limiting specific pollutants."
