Ans: Normative explanations claim that democracies share common values of compromise and nonviolence, and therefore prefer to negotiate and resolve their disputes peacefully. However, when they are engaged in a dispute with a nondemocracy, with which they do not share common values, they adopt nondemocratic modes of behavior. This explanation does not account for why democracies attack small and weak democracies (the United States against the Dominican Republic, and colonial and imperial wars).
Institutional explanations argue that democracies do not fight other democracies because of the slow and deliberate decision-making process that precludes unilateral actions by leaders. This explanation does not account for why democracies attack nondemocracies. It also does not explain why nondemocracies do not take advantage of this fact and attack democracies more often.
