What conclusion can you draw about the overall process of developing linguistic skills for English learners, with a particular focus on general characteristics, how they gain language, what they understand, and what they can do as they move through the five levels of competence?

What will be an ideal response?

Ans: Answers to this question will vary but should include elements of the following: Answers should include responses from the various five levels. This is one example of a comparison of Level 1 and Level 5.
The five levels represent an English learner improving and moving through stages of knowledge and success. (a) Level 1 students can be very silent, only recognize basic high-frequency words. Level 1 needs to have repetition, practice with partners, and models. Level 1 understands instructions such as “line up” or “draw.” Level 1 uses gestures, high-frequency phrases, communicates basic needs, and survival vocabulary. (b) Level 5 students communicate effectively on many topics and participate fully with only minor adjustments. Level 5 is proficient in all basic areas such as reading, writing, speaking, and listening. Level 5 can analyze, predict, and restate. Level 5 can discuss a wide range of topics, fully participate, and they can support their own point of view.
