ETA (Basque separatist group in Spain) changed the structure of terrorist financing. Instead of seeking links to an underground economy, ETA tried to gain control of the economy. They forced Spanish businesses out of the Basque areas of northern Spain and weakened the entire state. The Basque region became a failed state, a place where Spain could no longer exert power. When this happened, ETA established an illegitimate economy in a shell state. It paid salaries to terrorists, provided for the families of fallen members, and even ran a pension system for retired terrorists. ETA was successful because the Spanish economy had failed in the Basque region, leaving the area in a hopeless political mess. ETA was strong enough to enforce stability.
