A. Parking meter enforcement should be taken out of the police department. If cities want to have their downtowns grow, they must provide free parking and downtown grocery stores.
B. Traffic officers must all be trained in accident investigation on a computer pad with maps and use of speed and alcohol detection devices with a viable definition of unsafe driving.
C. Management should reduce the likelihood of high-speed chases. Such chases should be regulated and controlled by departmental policy because of the danger to the officer and to civilians. Alternate means of apprehension are available.
D. Select officers should work with trained traffic engineers on traffic control and other officers should involve the community in safety programs.
