Because the previous reigns of Sulla and Julius Caesar had threatened the senate with monopolization through the use of the position of dictator, and because Augustus needed the support of the people of Rome, he relied on the Senate to achieve a peaceful transition of power in a manner that was not threatening to the Senate, the army, or the position of emperor. They constituted the military and civil administrators who controlled the economy and had the means to mobilize the masses; therefore, if Augustus wanted to ensure a peaceful empire, he needed their support. He accomplished this immediately by reducing the size of the Senate (whose numbers had been increased under Julius Caesar); adhering to the terms of the constitution; maintaining a modest profile (for example, taking the title of princeps rather than emperor); and portraying himself as the embodiment of traditional Roman values, defender of the Senate, and restorer of the Republic.
