What will be an ideal response?
Officers may use only as much force as is needed to overcome resistance; pursuant to Graham v. Connor (1989), no resistance equals no force. The Court set an objective reasonableness test for police use of force in Tennessee v. Garner (1985), reversing the fleeing felon rule and declaring that the only justification for use of deadly force is in self-defense or in protecting the lives of others. Students should articulate the various levels of force contained in the Use of Force Continuum, as depicted in the text.
